The Rivers State Contributory Health Protection Programme needed a modern website to replace an outdated platform and make it easier for residents to understand their health coverage options, find accredited facilities, and enroll. We rebuilt the entire site from scratch with six detailed plan pages, a searchable facility directory covering 200+ providers across all 23 local government areas, and a full content management structure for news and events. Submitted to the department and pending final review.

The Challenge
What they needed
RIVCHPP is the Rivers State Government's health insurance programme, designed to give residents access to affordable healthcare through subsidized plans. But the existing website made it difficult for citizens to understand what plans were available, what each plan covered, which facilities they could visit, or how to enroll. Plan details were buried, there was no way to search for nearby accredited hospitals, and the site performed poorly on mobile devices. For a programme serving over 50,000 enrollees across 23 local government areas, the digital experience needed to match the scale and seriousness of the mission.
Our Solution
What we built
We rebuilt the entire platform on Next.js with server-side rendering and a data-driven content architecture. The site now presents all six health plans (BHCPF Equity, RivCare Health, RivCare Basic, RivCare Premium, SimJara, and Formal Sector) with dedicated detail pages showing pricing, eligibility, coverage breakdowns by category (outpatient, laboratory, pharmacy, surgical, radiology, maternity), drug co-pay rates, and waiting periods. A searchable facility directory lets residents filter 200+ accredited health facilities by local government area and facility type (primary health centres, secondary hospitals, tertiary facilities, and private providers). The team page highlights the programme's leadership from the Governor down to department heads. A categorized FAQ section answers 21+ questions across five topics. The news and events sections keep residents informed about enrolment drives, milestones, and upcoming activities. Every page includes security headers, full dark mode support, and responsive layouts optimized for mobile networks across the state.
